[SICOPOLIS:102] Default language changed to English

Dear all,

I just found out that it is possible to add additional languages in the 
Mailman system. The default language of the web interface 
<https://ml.hines.hokudai.ac.jp/mailman/listinfo/sicopolis> is now set 
to English, thus no need for translation by Google Chrome. However, it 
can still be switched to Japanese if this is your preference.
