[SICOPOLIS:104] SICOPOLIS Git repository now public

Dear all,

the new SICOPOLIS Git repository is now public:

<https://gitlab.awi.de/sicopolis/sicopolis>

It starts from version 5.1. The branch 'master' is for released versions 
only, the branch 'develop' for the developmental version 
<https://nvie.com/posts/a-successful-git-branching-model/>. Further, the 
repo does not contain all the input data files (DEMs etc.) any more, so 
that it is nicely lightweight. These files can be downloaded all at once 
or selectively with the script get_input_files.sh in the main directory 
of the SICOPOLIS package.

Just as a reminder, there is also the separate SICOPOLIS legacy repo, 
which is the previous Subversion repo converted to Git:
